Prioritising Categories of Controls for Their Automated Check in a Digitalised Building Permit Process in Europe: Insights from a Survey Study

The building permit process in Europe is still largely manual, causing assessment errors, issuance delays, and limited environmental oversight. In response, the European Union advocates for digitalisation through an interoperable, scalable, and open system aligned with national regulations. Central to this transformation is the automated verification and control of regulatory compliance using GeoBIM, integrating Geographic Information Systems (GIS) with Building Information Models (BIM). However, the complexity of regulatory frameworks, which vary across countries, poses a significant challenge to define the scope of relevant controls for their digitalisation. Therefore to digitise the process of verifying design compliance within the Digital Building Permit (DBP), it is primary to identify priorities, considering the integration of building data with that of the urban context. In the Horizon Europe CHEK project, which aims to digitalise the building permit process, a study was conducted to identify which types of regulatory controls should be prioritized for automated verification. Initially, four European municipalities collaborating in the project distinguished five typical checks internally performed and nine types of checks performed by third parties, and identified urban indices and distances between buildings as digitalisation priority. Subsequently, a survey was distributed to the CHEK community of practice – including municipalities, research institutions, designers, and software developers – to evaluate the importance and urgency of these categories. The analysis led to the development of prioritisation matrices, providing a systematic approach to ranking controls by relevance, based on 31 survey responses, including 14 from European municipalities and 11 from research institutions. The findings highlight the need to focus the digitization priorities of building relative controls in relation to the urban context rather than on the building itself. This consensus offers a baseline approach for streamlining regulatory controls, prioritising the digitalisation of the most impactful and scalable solutions.
