The Elephants and the Paradox of Frederiksberg

This chapter explores the paradox at the heart of Frederiksberg’s casual democracy: a community marked by openness, trust, and accessibility, yet also by fragmentation, control, and information gaps. Drawing on ethnographic observation, it illustrates how public life unfolds in spaces where boundaries between citizens, politicians, and administrators are blurred. With traditional journalism in decline, Facebook has become the main site for civic interaction— efficient for problem-solving, but dominated by fleeting, unverified, and sometimes censored communication. The municipality’s strong communication apparatus and “policy of openness” sustain transparency, yet also risk replacing critical journalism with strategic messaging. The chapter reveals how Frederiksberg’s local democracy thrives on digital immediacy and social trust, even as it struggles with the consequences of its own casualness..
