Implementation of an Environmental and Social Management System (ESMS) for Allocating Agricultural Irrigation Investments Incentives in Tunisia

International organizations, especially the World Bank (WB) and the French Development Agency (FDA), have been working with Tunisia since 2018 to modernize its agriculture and especially focusing on improving irrigation systems and practices. The new Agricultural Investment Code (2017) promotes investments with a set of laws and regulatory texts in the water sector. Thus, incentive funds for this purpose were set up. The FOSDAP fund, which was supported by substantial international contributions in 2018 (PRIMEA Project), aims to modernize over 3,000 small and medium-sized farms. Consequently, deciding which investments to support financially is a complex task that requires careful thought and alignment with the United Nations’ Sustainable Development Goals (SDGs). As a result, managing this fund involves using an Environmental and Social Management System (ESMS) that prioritizes investments meeting these SDGs. In this article, we explore Tunisia’s approach to managing agricultural irrigation investments through the ESMS. We start by explaining what ESMS is and the key factors to consider when selecting agricultural investments, particularly those related to irrigation. We then provide a history of irrigation investments in Tunisia since 2017, looking at various factors such as the type of investment, farm size, and the demographics of the investors, including gender and age. Finally, we propose a scoring system to assess and rank these investments based on how well they adhere to the SDGs.
