The integration of Automated Decision-Making (ADM) systems in Estonia’s public sector reflects the country’s continued leadership in digital governance. This chapter examines the current state of ADM implementation, highlighting key applications such as Bürokratt, OTT, and ABC Gates. It analyses the legal dimensions of these systems while identifying challenges related to algorithmic bias, transparency, and regulatory compliance. The discussion also explores strategies for mitigating biases in ADM applications without compromising operational efficiency. Th chapter provides insights into the evolving regulatory framework, including the impact of the EU AI Act and Estonia’s national AI strategy.
