One Country, Two Systems: South Africa’s Dual Governance Systems Post-1994: An Evaluation of Effectiveness

This chapter investigates the coexistence of traditional leadership and democratic governance in South Africa’s post-1994 political landscape. It evaluates the dual governance system’s effectiveness in promoting democratic consolidation, social cohesion and service delivery. Drawing on legal, political and anthropological literature, it examines the legislative frameworks and institutional dynamics that underpin both systems. The chapter argues that while duality acknowledges cultural legitimacy, it introduces structural tensions that undermine coherent governance and equity in rural development.
