This chapter examines the difficulties, political and organisational, which surrounded the Medical Department’s creation and work in its first decade. It explores the genesis, operation and influence of the medical inspection process, and its importance as the basis of the sapiential authority wielded by the Department’s inspectors and upon which they relied.
