China’s vocational education system has undergone profound institutional changes guided by policies. Since 2019, the revision of the Vocational Education Law of the People’s Republic of China and the introduction of a series of policy documents such as the Implementation Plan for National Vocational Education Reform, have marked the formal establishment of vocational education as a “type of education” and valued alongside general education. In this context, the pilot implementation of the “Vocational College Entrance Examination” system and the establishment of vocational undergraduate colleges have further strengthened the cultivation path of technical and skilled talents. In 2021, “Ministry of Education of the People's Republic of China” issued the “Catalogue of Vocational Education Specialties (2021)”, “which newly added the major of “smart city management technology” and categorized under the category of civil engineering and construction” “smart city management technology” was added, which is categorized under the category of civil engineering and construction. The establishment of this specialty is in line with the national strategic demand for the integration of new urbanization and digitalization, and aims to cultivate compound technical and skilled talents with the ability of planning, construction, operation and management of smart cities. Based on the Professional Teaching Standards for Vocational Education, this paper discusses the construction and operation of the practical training community by combining the practical training practices of some typical colleges and universities.
