Do election manifestos play a meaningful role in determining electoral outcomes? Election manifestos occupy a distinctive position in multiparty democracies. Election pledges feature prominently in the theory and practice of representation and have been examined extensively as a growing field of comparative politics. As a study in Indian politics, this chapter analyses party manifestoes to understand the trajectories that party ideology and policies take—and could take in the future, changing nature of party preferences (issue salience) and the impact this may have on populism, leadership, democratic values and parliamentary competition in the country. This chapter examines the issue profiles of three political parties in the 2024 Lok Sabha elections—Bharatiya Janata Party (BJP), Indian National Congress (INC) and Communist Party of India, Marxist (CPIM)—covering the broad ideological spectrum of Right, Centre and Left, respectively, using the salience approach to content analysis of party manifestos. The objective of this chapter is to examine both intraparty and interparty comparisons, to gauge similarities and variations across issues of identity, development and governance—issues that really matter to the common citizenry in India.

Do election manifestos play a meaningful role in determining electoral outcomes? Election manifestos occupy a distinctive position in multiparty democracies.
