This paper proposes a Decentralized Intelligent Insurance and Wealth Management (DIIWM) DIApp, a next-generation self-executing financial and insurance platform that leverages Marlowe smart contracts, AI-powered risk assessment and Cardano’s blockchain infrastructure. The DIApp autonomously manages personalized investment portfolios, automated insurance claims, and regulatory compliance, ensuring transparency and efficiency. However, its decentralized nature raises critical legal concerns, including smart contract enforceability, regulatory compliance, liability issues, and data protection laws (e.g., GDPR, MiCA). This paper explores these challenges and proposes potential legal and governance frameworks for DIApps in the insurance sector.
