The humanitarian crisis caused by the Russian invasion of Ukraine in 2022 prompted immediate national and international mobilization. Among the cities most affected, Mykolaiv—a strategic industrial and maritime center in southern Ukraine—emerged as a pilot site for testing an innovative, inclusive, and resilient recovery framework. In response to widespread destruction, the Ukrainian Government developed draft recommendations for rebuilding compromised urban areas. To support their implementation, the United Nations Economic Commission for Europe (UNECE) established a Task Force to promote innovative reconstruction in selected cities, launching the ‘UN4UkrainianCities’ program at the Second UNECE Forum of Mayors in 2022. This initiative focused on Kharkiv and Mykolaiv. As a key partner of the UNECE Centre of Excellence in Sustainable Finance for Cities and Infrastructure at LIUC Cattaneo University, the design and consultancy firm One Works was appointed to lead the reconstruction strategy for Mykolaiv. The goal was to define a Concept Masterplan to guide the city toward sustainable, resilient, and inclusive urban development. Developed through a participatory process involving national, regional, and local authorities, civil society, and local experts, the plan outlines comprehensive guidelines for Mykolaiv’s recovery. This article presents the resulting Concept Masterplan, a strategic blueprint grounded in resilience, sustainability, and inclusivity. It addresses economic revitalization, cultural heritage, green infrastructure, sustainable mobility, and adaptive reuse of industrial assets. Particular focus is placed on the waterfront, envisioned as a public and ecological anchor for the city's rebirth. The chapter illustrates how strategic urban planning can catalyze long-term recovery, offering insights for cities rebuilding after conflict.
