To describe Executive Power in Costa Rica, we can distinguish between three levels of analysis: its role within the government system, its internal organization, and public administration. Each of these levels has a constitutional or legal basis, which is complemented by the country’s political culture and history. The rules regarding the position of Executive Power within the government system, as well as part of its internal organization, are contained in a dedicated section of the constitution (Title X). The Organic Regulations of the Executive Power further complement the internal organization of the Executive Power. Public administration is regulated through the General Law of Public Administration, as well as Title XV of the Constitution (Fig. 8.1).
