The Genius of the 1949 Constitution: Divide and Survive

In the wake of the 1948 Civil War (12 March–24 April), the Constitutional Assembly that drafted Costa Rica’s 1949 Constitution had two main preoccupations: the first was to ensure that, from that moment on, the democratic process would be respected, and the second was to guarantee the permanency of the liberal social security and universal education standards that were implemented in the 1940s in the case of social security and as far back as 1886 in the case of education (Castro Vega, 2007).
