Costa Rica is widely regarded as a success story for its economic development policies over the past 30 years. Compared to other Latin American countries, it has maintained sustained growth rates, successfully participates in international trade with high value-added products, boasts a high human development index, and is recognized for its environmental performance (World Bank, 2024; Gomez et al., 2018). Moreover, it was one of the countries in the region that most successfully recovered from the economic effects caused by the 2020 coronavirus pandemic (OECD, 2023a, b).
