Drawing the Line: Establishing and Enforcing AI Boundaries
摘要
This chapter comprehensively analyzes current AI development within the political, economic, social, technological, legal, and environmental (PESTLE) factors and conducts a SWOT analysis. The introduction outlines AI's significance in modern society and the need for effective governance. The analysis of central policy documents reviews existing AI policies in various countries, highlighting their approaches to regulation and governance. The methodology section uses SWOT and PESTLE analyses to examine AI development systematically. The SWOT analysis identifies strengths such as consensus building and public trust, weaknesses including integration complexity and knowledge gaps, opportunities for governance innovation and global cooperation, and threats like industry resistance and technological determinism. The PESTLE analysis explores the impact of political stability, economic investment, social perceptions, technological advancements, legal frameworks, and environmental considerations on AI development. Based on these analyses, the chapter presents key policy recommendations for global policymakers: fostering international cooperation to align AI regulations, investing in education and training to address the skills gap, enforcing robust data privacy laws, and promoting ethical AI practices. The conclusion synthesizes the findings, emphasizing the need for balanced and adaptive policies to maximize AI benefits while mitigating risks, ensuring alignment with societal values and sustainable development.
