The chapter will begin by examining the establishment of the Donegal Progressive Party. This will be followed by a discussion on the importance of the 1967 local elections: why did they change local political history in Donegal, and why was there a sectarian smear campaign against Billy Fox? Protestants in the border counties felt that the Irish government was gerrymandering against them, as it attempted to abolish STV again and prevent the establishment of a Cavan-Monaghan constituency in the Electoral (Amendment) Bill, 1968. The impact of the Troubles in the border counties will be analysed, drawing upon the argument that the way the Irish boundary was drawn was a contributing factor to the conflict, but how it could have been a potential solution as well. The chapter will subsequently investigate the impact of certain events during this period, such as: Winston Patterson being threatened in the Donegal County Council chamber in 1970; the St. Johnston riots in 1972; the murder of Billy Fox and the bombing of Monaghan in 1974 by paramilitaries. Finally, the chapter will examine how the Protestant Associations not only reacted to these crises but learned how to benefit from them.
