This chapter examines the ways in which higher education institutions (HEIs) manage and execute the rules, regulations, and guidelines established by national and international regulatory bodies. The chapter analyzes accountability frameworks, compliance models, and nascent trends in quality assurance through case studies, policy evaluation, and institutional methods. It also talks about how globalization, digital transformation, and changes in world politics affect the rules that govern higher education.
