This chapter analyses the way in which gender equality continental governance is at odds with efforts at a country level. In an international context where a new feminist wave is driving the development of gender governance on a global scale, development aid programmes and international cooperation programmes dealing directly or indirectly with gender equality have multiplied. Throughout Africa, ministries are either minimally or fully integrating a set of new political norms, even if the individual norms of the public officials running these programmes are not yet being changed. The chapter deepens this discussion by addressing violence against women and girls in Africa and the Americas, analysing how the construction of gender-based norms governance occurs at multiple levels.
