This chapter concludes the volume, highlighting how norms are omnipresent in structuring African policies, as the normal instruments of governance. These norms are often made enforceable by legal texts, resulting in an interoperability of norms that both benefits and constraints the African continent. It appears that African agency is expressed in the capacity of actors to redefine their positions in the global normative space, which can be seen in the development of regional politics, the production of alternative doctrines or the differentiated appropriation of international norms. The work of normativities lies first and foremost in the establishment of a transactional regime through which words, qualifications and specifications link a bevy of actors and hold them to a task of formulation during which the relevance of ideas and interpretations temporarily prevails over brutality, impudence and simple stupidity.
