This introductory chapter shows the singularity of the African integration project and its political dimension. It shows that the African governance project lies primarily in the dynamism and idealism of its domestic epistemic communities. The integration project has been heavily influenced by Western references and shaped by norms from outside Africa. It illustrates a process of appropriation of norms and institutional frameworks, coupled with a North–South normative transfer dynamic in the field of governance. This book rethinks normative biases in the study of African governance and attempts to identify the dynamics of the African Agency in the making of African governance. It sheds light on the normative and methodological elements that led to Africa’s underrepresentation in international studies, while considering Africa as a producer of discourse and norms in terms of international political governance.
