The Potency of National Identity and Interest in the Penetration of Chinese Technologies in South Africa

Emmanuel Matambo employs a constructivist framework to examine the role of national identity and interest in South Africa’s embrace of Chinese technologies. Focusing on Huawei, Hikvision and smartphone manufacturers, he interprets South Africa’s endorsement of Chinese technologies and postulates possible hazards which are partly based on Article 7 of China’s National Intelligence Law, which enjoins all Chinese entities to aid the Chinese government’s intelligence gathering. Matambo presents three main arguments: firstly, that the reception of Chinese technologies in South Africa has been positive and impervious to warnings by China’s tech detractors; secondly, this embrace lies in South Africa and China’s correlated identities and interests; and thirdly, Matambo urges vigilance on the part of South Africa as Article 7 of China’s National Intelligence Law poses risks for the use of tech companies in South Africa for China’s quest for political and social control.
