Chipaike, Chinyonga and William discuss the various technologies being deployed by African governments to control and police their publics. These include radio jamming, face recognition and telecommunications surveillance supplied by a variety of Chinese companies such as Huawei and Hikvision, among others. With such technology in the hands of leaders whose penchant for authoritarian governance is clear, the implications for civil liberties have largely been negative. As well, Chipaike, Chinyonga and William focus on how these technologies are acquired and how they have aided Chinese merchants, African governments and the Chinese government in its grand strategy of exporting the party-state system of governance to Africa. The increasing importation of these technologies is thus connected to the erosion of civil liberties and generally to increasing authoritarianism.
