This chapter analyses intrusive Artificial Intelligence (AI) surveillance technologies, including closed-circuit television (CCTV) cameras, automated vehicle plate readers, and facial recognition technologies, among others, that have become pervasive in Africa. Contrary to the official narrative that celebrates these technologies as ranged against cyber-criminals, cyber-terrorists and cyber-espionage, this book argues that the tools are increasingly used to telemonitor ordinary citizens without their consent. It also argues that although countries such as France, Germany, Israel, Italy, the United Kingdom and the United States are major exporters of AI surveillance tools to Africa, in the recent years, China has emerged as the key manufacturer, promoter, exporter, financier, distributor and installer of these technologies in many countries on the continent. Accordingly, the central proposition of this chapter is that the Chinese-made AI surveillance technologies have been used as scaffolds in the project of constructing Orwellian surveillance states in Africa.
