A Behavioral Approach to the Role of Digital Media in Participatory Local Government: Case of Serbia

The subject matter of analysis in this chapter is the role of digital media as an information intermediary in the design, adoption, and implementation of local public policies. Digital media, whether private or state-owned, play a significant role in transmitting information between citizens (users of digital media) and local authorities. Participatory local government is driven by the interests and needs of citizens, and an essential factor for their satisfaction is the effective flow of public interest information. This chapter aims to identify obstacles hindering the flow of information between citizens and local authorities and to provide recommendations for their removal or reduction based on the latest findings of behavioral science. The initial assumption is that digital media in Serbia have not fully realized their potential in supporting participatory democracy and good governance through citizen engagement in public interest activities. The assumption is confirmed, and in the conclusion, specific recommendations are provided for the media to enhance citizen participation.
