E-Government and Public Administration: Legal and Economic Perspectives on Digital Transformation in Albania and North Macedonia

E-government has been defined by many legal scholars as the use of Information and Communication Technology (ICT) by the public sector with the objectives of having a more efficient government, providing better services to the citizens, and improving the democratic processes. This novelty has been displayed as well in the developed countries, namely the Republic of Albania and the Republic of North Macedonia. Following this aspect, both of the countries have developed legal and institutional frameworks as a crucial factor in building an appropriate digital infrastructure in terms of offering to the citizens and businesses, including the digitalization of the public procurement system. Throughout the process, both of the countries have gained not only benefits, but they also faced challenges that we are going to tackle in this paper.
