Selection of Julian’s Writings on Chemical and Biological Warfare

This chapter comprises reprints of 18 of Julian’s writings on chemical and biological warfare (CBW). Spanning examples of his scholarly writing, policy and briefing papers, congressional testimony, obituaries and speaking notes, the collection shows the variety of Julian’s interests and commitment to conveying complex and rich material as well as his ability to engage with different communities. The first paper details the nature of CBW and elements of the global regime established to prevent it; after that, the papers are presented in chronological order. Each has a short Editors’ note to explain its context and relevance.
