Community Empowerment for Development in Fragile Contexts: Examining Community-Based Initiatives in Sudan

This chapter examines the critical role of community-based initiatives (CBIs) in addressing service delivery gaps in Sudan, a nation grappling with conflict and fragility. Drawing on qualitative data from interviews with non-governmental organizations (NGOs) and community organizations, the study explores the challenges CBIs face, their strategies for overcoming these obstacles, and their impact on service provision. It emphasizes the need for legal recognition, capacity building, and sustainable funding models to enhance the effectiveness and longevity of CBIs in conflict-affected regions. Amidst the complex challenges besetting Sudan’s public services during periods of fragility and conflict, innovative pathways to progress have been carved out through collaborative endeavors between governmental bodies and non-state actors. This study delves into the critical role of community-based initiatives in mitigating service delivery deficiencies in such challenging environments. This research analyzes primary data gleaned from 20 semi-structured interviews, encompassing a network of approximately 20 NGOs. This analysis illuminates the vital contributions of these informal entities in supplementing public services in developing countries, with a particular focus on Sudan during its times of conflict and fragility. This paper sparks a conversation about the unique community-based initiatives in Sudan, particularly in response to adverse conditions. It establishes itself as a foundational cornerstone and guiding framework for future research in related fields, offering insights into a transformative path forward amidst challenges and wars.
