Conclusion

This chapter develops conclusive reflections and builds a bridge to a future research agenda for researchers, interested civil society and practitioners. Discussing the main findings of the previous chapters, the conclusion posits that citizen sensing has the potential to contribute to the achievement of a more accountable and inclusive risk governance, especially in case of highly debated, ambiguous and politicized risks. This may improve risk governance by means of a twofold process, i.e., frictions with institutions in an early stage which may lead to convergence (that is, cooperation with the risk governors). It is argued that a clash of methods between the grassroots’ and the institutional risk governance is regarded as constructive and positive. When a later convergence with the institutional system occurs (‘policy uptake’), I argue that this outcome should be regarded as a success for the initiative and for the institution and a demonstration that the two approaches can strengthen and complement each other. However, context-dependency and other nuances are outlined as important factors to be considered.
