Typically, countries with large territories or large populations are federal (Anderson, 2009), and Brazil has both. The first article of the 1988 Constitution of Brazil states that the Republic is formed by the indissoluble union between states, municipalities and the Federal District (BRASIL, 1988). Brazil is formed by 26 states, the Federal District, 5568 municipalities and the State District of Fernando de Noronha. The third article of the constitution also posits that one of the objectives of the Republic is to end poverty and diminish social and regional inequalities.
