The increasing demands on railway infrastructure and expectations from stakeholders including regulatory bodies have been putting more pressure on sustainable and resilient rail assets. To address this rail infrastructure owners and operators are using asset management best practices. Overall Railway Infrastructure Effectiveness (ORIE) is a metric proposed by various rail companies in the world including the Swedish Transport Administration. It is considered useful for assessing infrastructure performance. However, its traditional focus on availability, performance, and quality at an elevated level cannot fully capture and analyse the complexities of and dynamic situations of modern railway systems. The ISO 55000:2024 standards highlight the need to incorporate sustainability, resilience, operational risk, and financial viability into asset management decision-making. This paper proposes further enhancements of ORIE approaches to include critical dimensions, enabling a more holistic evaluation of railway infrastructure capital investments and maintenance strategies.
