Digital Technologies and Smart Energy Policy: Regulatory Opportunities and Risks
摘要
This chapter explores the transformative role of digital technologies in Africa’s energy sector and the regulatory frameworks needed to support smart energy development. It examines innovations such as smart grids, IoT, AI, and mobile-enabled platforms that are reshaping energy generation, distribution, and consumption. The chapter identifies regulatory opportunities in expanding energy access, enhancing efficiency, and promoting regional integration, while also highlighting key risks, including cybersecurity threats, policy fragmentation, and social inequalities. Using African case studies and global best practices, the chapter proposes strategic policy directions to harmonize regulations, build institutional capacity, and ensure inclusive, secure, and sustainable digital energy transitions. It underscores the importance of governance in unlocking smart energy’s full potential for development and climate resilience.
