Changes in the external environment, such as political, economic and technological factors, increased competition in the labor and education markets, forced higher education institutions to significantly update their organizational structures and approaches in organizational culture in order to ensure better quality of education, attract more stakeholders, maintain their positions on the local and world markets. The reaction of different universities to such challenges was different. Dozens of studies have been analyzed that identify current best practices in quality management. Emphasis is placed on the analysis of one of the directions of science—institutionalism as an innovative approach to effective internal management in higher education institutions. Institutionalism is a trend in scientific thought that places the main emphasis on the analysis of institutions, which are defined as norms, restrictions and principles of behavior within an organization. Currently, the application of elements of institutionalism in higher education as a successful approach to effective internal quality management is under-researched. The tasks of the modern system of internal quality assurance are defined as: updating the regulatory and methodological framework for quality assurance of higher education and educational activities in the institution of higher education; constant monitoring of the content of higher education and its periodic updating; monitoring the implementation of the educational process and scientific activity in accordance with the established requirements and norms;—monitoring of learning technologies; monitoring the resource potential of the higher education institution and its management; monitoring the functioning of an inclusive educational environment, universal design and smart adaptation in a higher education institution; control of the state of transparency of educational activities and publication of information on its results; development of recommendations for improving the quality of educational activities and the quality of higher education, participation in strategic planning, etc. The organization of internal quality assurance in a higher education institution at the current stage is significantly facilitated by the use of modern digital technologies.
