Nuclear negotiation is talking at the abyss. It is a frustratingly ineffective method of approaching an existential threat for humanity—the risk of a nuclear war—if not that the alternatives are worse. In an anarchical world without authority to enforce common rules, talking remains our key strategy to avoid the darkest scenarios and to seek ways to reduce risks and build stronger common security. Negotiations can be a way to avoid catastrophic scenarios.
