Knowledge Engagement and ICT-Scaling: Gold-Standard Knowledge for Global, National, and Community Change

This chapter describes a relatively novel research construct, ICT-scaling of gold-standard, life-sustaining solutions for attaining the SDGs. Emphasizing ICTs’ affordances for extending educational content’s reach, engagement, and end-use, it utilizes insights from a case study of mass-scaling during COVID-19 to outline research questions for mass-ICT-scaling. This cannot involve merely maximizing the reach of information distribution, as measurable engagement and use metrics are needed, but reach must include demographics, populations, and communities otherwise “invisible” to solution providers. This also requires responsiveness by learning systems, such that people normally framed as a value chain’s “end users” are recognized as potential initiators of value chains as well—so any developed solutions can have a built-in appeal. Lastly, while solution providers will do well to maximally mass-scale accessible and appealing solutions, empowering digital communities of practice to become solution providers themselves embodies a more authentic exercise of the right to knowledge and pathway to reaching the SDGs.
