Open Fusion as a Public Interest Technology: Theory and Potential Practice

This chapter expands on the socio-technical co-design of fusion as a public interest technology (PIT) established in the previous chapter to focus on the ‘economic’ aspect of our global political, economic, social, technological, legal and regulatory, and environmental (GEO-PESTLE) approach to the technological landscape. Within the socio-technical co-design approach, the economics of fusion energy research (FER) is related to concepts of ownership, transparency, accountability, and responsibility, and it is determined by policies as by the actions of multiple stakeholders within the Quintuple Helix, primarily academia and the public and private sectors, but also civil society and the media and socio-ecological concerns, such as the climate management discourse. In this discourse, economic policy concerning fusion arises both from the more objective collective information about fusion as a primary energy source as well as from subjective information about the relative merits of different types of fusion, for instance aneutronic (non-neutron generating) versus neutronic (neutron generating), in competition with fossil fuels and renewable energy sources, in which fusion may be seen as a partial economic remedy to manage climate change.
