The Arctic enjoyed a period of stability, peace and even post-modernism in the early 2000s. The eight Arctic states, non-Arctic states and non-state actors pursued common goals around protection of the environment, advancement of Indigenous rights, and scientific collaboration. The period was often described as one of “exceptionalism”, with relations seemingly compartmentalized from broader geopolitical forces.
