This chapter proposes a general framework for full truckload carriers’ selection that includes both strategic and operational phases. The strategic phase uses a combinatorial auction mechanism in which a set of carriers compete by submitting package bids on the shipper’s requests. Winning bidders are determined based on an aggregated data to minimize the shipper transportation costs. At the operational phase, more detailed information is available. Shipments are periodically assigned to carriers to minimize inventory, backorder, and transportation costs while considering several restrictions implied by the strategic phase. An intensive experimental study is conducted to analyze the impact of different restrictions on operational costs and on the recourse that should be used by the shipper to operationalize its strategic decisions. We also investigate the relevance of the two-phase framework compared to a carriers’ selection strategy where no strategic phase is performed.
