A few months after Obama’s inauguration, the president laid out his administration’s vision for arms control in a speech presented in Prague, Czech Republic. The policy aims he articulated in the speech became known as the “Prague Agenda.” It consisted of four pillars, one of which is reducing the role of nuclear weapons in US security policy. Obama recognized as well that as long as nuclear weapons existed, the United States would maintain a safe, secure, and effective arsenal. His vision, as the chapter relates, began with his views on nuclear weapons as an undergraduate student, evolved through his tenure as a US Senator, and was well-defined as he entered the Oval Office. It also considers how his predecessor’s views on nuclear weapons and where Obama’s position differed. It recounts how the Bush administration approached arms control, particularly a follow-on treaty to START, and related issues such as ballistic missile defense and the US withdrawal from the 1972 Anti-Ballistic Missile Treaty.
