The Obama administration continued its efforts to influence senators to vote in favor of a resolution of ratification. The Armed Services and Intelligence committees concluded their analyses and provided their recommendations to the Foreign Relations Committee, which voted, by a substantial majority, in favor of the treaty. The committee’s executive report on the treaty recommended that the Senate approve a resolution of subject to certain provisos. The 2010 mid-term elections were a disaster for the Democrats and they lose seats in the Senate. This result meant that those in favor of the treaty needed a vote on the resolution before the end of the congressional session as the likelihood of approval was now even less probable in the forthcoming congressional session. In short, more Republican senators needed to be convinced to vote in favor of the treaty. Given that situation, the Obama redoubled efforts to convince undeclared senators.
