The meeting between Mullen and Makarov led to some advances, but afterward, when Antonov and Gottemoeller met to discuss the outcomes, Antonov disagreed that the Russians assented to some of the points on which she believed the two principles concurred. Antonov insisted that the United States made a concession on ballistic missile defense. Later, Obama interceded and informed Medvedev in a telephone call that the United States would not make any concessions regarding missile defense. Talks resumed in Geneva in February with some advancement. The Obama administration paid close attention to domestic politics and additional high-level interventions and telephone calls between the two presidents served to further the negotiations. Finally, on March 24, the delegations convened the final plenary session after having reached an agreement. The negotiations formally concluded. The two presidents made formal announcement two days later. They agreed to meet in Prague on April 8, to sign the treaty.
