Which Data Governance for a Social Post-pandemic Recovery?

The research addresses the digital strategy of the European Union—and particularly its policies on big data—assessing its ability to foster digital development along with the social and democratic needs, exacerbated by the pandemic. The main premise of this chapter is that technology is never neutral, as it shapes human behaviours and thus can have a different role depending on how it is regulated. Concerning the Internet, the root question is whether the web can be considered as a space of equality and freedom—as it appeared at the beginning—and then how it can be a terrain for an inclusive EU citizenship. In light of the most recent events—like the pandemic and the war at the boundaries of the EU—the research also analyses the Euro-unitarian post-pandemic strategies to investigate the fundamental values upon which the EU is currently building its digital sovereignty. The above topics are discussed in this chapter by devoting special attention to EU data governance.
