This chapter explores the implications of cultural democracy for arts and culture education. Culture is theorized as shared memory but also as the ways in which people use that memory to make sense of a dynamic reality. Culture education is taken to encompass all education that has culture as its subject matter. In culture education students develop their cultural consciousness: the ability to reflect on culture. Arts education is one of the subject areas of culture education alongside others. It is concerned with the imaginative reflection on human experience. As the dominant discourse in contemporary culture education is still often that of the democratization of culture, it proves hard to depart from the notion of culture as a collection of valuable events and works. There is an increasing awareness in education, however, that culture is a process of sense-making, in which these same events and works serve as tools to come to grips with life in a changing world. In arts education we familiarize students with a meaningful practice that is close to their own experience: they learn to reflect, through imagination, on their own life and that of others. Arts education can thus be deeply emancipating.
