The chapter provides a summary of the methodology and main results of a comparative research programme about the financing of adult and continuing education (ACE) in Austria and selected countries over the period 2009 to 2018. The main research questions are to gather first an overall documentation of financing of ACE at national level, and of the contributions of the sectors of mixed financing (state, enterprises, labour market policy, and individuals/citizens), second to put the results of Austria in perspective by comparing the ACE financing to other representative countries from different types of welfare capitalism (Nordic: Sweden and Finland; Liberal: UK/Scotland, Australia; Continental: Germany), and third to explore the relationship of financing ACE to basic aspects of participation in ACE. The methodology is explorative and uses the comparative data bases of the European Adult Education Survey (AES) and Continuing Vocational Education and Training Survey (CVTS), completed by own exploration of national statistics about state and labour market policy (LMP) expenditure. For purposes of comparison the amounts of financing were transformed into per capita expenditure and deflated over time. This study provides for the first time an explorative systematic estimation of the total financing of ACE in selected countries over time, displaying the components of mixed financing, and relating expenditure to aspects of participation in ACE. Striking results of the analysis are first a reaffirmation of the diversity and complexity of ACE structures in the selected countries, and second only a weak relationship between aspects of financing and participation in ACE. The direct confrontation of data of main European sources (AES, LFS, and CVTS) has, moreover, led to questions about their consistency which would deserve further scrutiny.
