Sovereignty, Surveillance, and the Cloud: Geopolitical and Ethical Issues of Global Cloud Computing

This narrative review examines the growing geopolitical and ethical complexities surrounding cloud computing, driven by its increasing adoption across sectors. It offers a comprehensive analysis of how national policies, data sovereignty concerns, and ethical considerations shape global cloud governance. The study analyzes the approaches adopted by key regions, including the United States, Europe, the Middle East, and China, highlighting their strategies for balancing innovation, security, and ethical responsibility. In addition to the regional analysis, the study includes another approach, focusing on challenges within government, banking, telecommunications, healthcare, and military sectors. These critical sectors underscoring the critical need for international cooperation and well-defined regulatory frameworks. The study contributes an interdisciplinary analysis, a comparative study of regional approaches, and insights for various industries. It also identifies future research directions, advocating for a balanced approach prioritizing, among other dimensions, security, privacy, and ethics to ensure the sustainable and responsible development of cloud computing.
