Under the background of China's dual-carbon strategy, the concept of “Resource-saving, Environment- friendly and Industrialized” substations is of great significance in the current construction of substations. By combining the characteristics of Chongqing as a mountainous city and its climate and environmental conditions, this paper proposes the evaluation principles and index system for substations based on the whole-process green and low-carbon approach. Using the analytic hierarchy process, 8 first-level indicators were constructed at the criterion layer and 44 second-level indicators were constructed at the index layer. Referencing similar evaluation systems, the weight values of the hierarchical and classified evaluation indicators are determined. This can provide a basis for the green and low-carbon evaluation of the whole process of substation planning, design, construction, delivery, and operation management in the urban core areas.
