In this chapter, I utilize the Weberian-Foucauldian state theory, preliminarily developed in chapter 3, to analyse the politics of COVID-19 in Norway. Using Mann’s conceptual framework on the sources of power, and Foucault’s conceptual framework on the mechanisms of power, combined with an agential definition of the state, I study the anatomy of power during the pandemic. This chapter is framed by a single research question: how did the Norwegian state govern its territory and population during the pandemic? To answer this question, I explore 21 interviews and countless public sources from the Norwegian state, i.e. the Norwegian government, the Directorate of Health, and Institute of Public Health. I study the politics of the pandemic by studying different tactics, such as state propaganda and calls for self-government (liberal governmentality), the law as a juridical-sovereign instrument, the lockdown, how society was formally mobilized, how dangerous bodies were handled through quarantine and isolation and how the border was closed, using Foucault and Mann’s different theoretical arsenals while keeping a focus upon the agency of the state throughout the chapter.
