This chapter articulates how to utilize system co-design to develop AI-enabled government platforms. The theory of co-creation can align with system co-design in the context of digital governance. Co-creation emphasizes the contribution of stakeholders at the policy design stage, and system co-design aims to improve digital platforms with inputs from users. Integrating the two concepts can deepen our understanding of AI-enabled government platform development. This chapter proposes a conceptual framework to identify the engagement of stakeholders at different stages in system co-design. The framework includes government actors, technology vendors, and citizens as stakeholders, and compasses preconditions, principles, and outcomes as co-design stages. This framework suggests that (1) system co-design is an endless interaction between stakeholders, (2) policy fields shape the co-development of AI-enabled platforms, and (3) digital governance can regard this concept as a paradigm shift. Moreover, future studies can use this framework to investigate the contribution of bureaucratic experience, clarify facilitators’ feasibility, and discuss levels of stakeholders’ engagement in system co-design.
