Throughout Southeast Asia, LGBTIQ groups are gradually achieving protections for civil liberties. In the Philippines, public perceptions of LGBTIQ people are generally positive. However, despite these encouraging trends, LGBTIQ individuals in the Philippines experience discrimination that infringes upon civil liberties guaranteed by the Constitution as well as several national policies. The chapter discusses why and how LGBTIQ civil society organizations in the Philippines advocate for anti-discrimination, even as political institutions obstruct progress. To do so, it employs the Politics of Rights framework to assess the social structures that foster discrimination in the Philippines, and evaluate the effectiveness of existing legal protections; these seemingly shape civil society’s strategies to address violations of civil liberties and instances of discrimination in educational settings vis-a-vis LGBTIQ. As it unfolds, the chapter presents several policy recommendations that could aid civil society organizations in the Philippines and abroad in driving social change through LGBTIQ anti-discrimination engagements.
