The UiTM pre-diploma program is a strategic initiative by Universiti Teknologi MARA aimed at fostering socioeconomic mobility and enhancing Malaysia’s human capital through education. By providing access to higher education for economically disadvantaged students, the program plays a vital role in developing a skilled and knowledgeable workforce. It focuses on equipping students with the necessary skills to progress into diploma and degree programs, thereby contributing to national economic objectives and aligning with Malaysia’s human resource development strategies. With over 4000 students enrolling each semester, the program is designed to break down financial and academic barriers, offering exemptions from fees, lodging, and monthly living allowances. This paper explores the program’s impact on human resource development by evaluating its success in building a capable workforce that drives Malaysia’s progression towards a knowledge-based, high-income economy. The program’s comprehensive support system not only enhances students’ academic success but also prepares them for the challenges of the professional world. Over 80% of the program’s graduates progress to diploma programs, with a significant number securing employment, thereby reinforcing the role of education in human capital development. This study demonstrates how the UiTM pre-diploma program serves as a sustainable model for integrating education and human resource development to support national economic growth.
