The utilization of e-government services plays a significant role in enhancing public services and provides a more efficient way for governments to connect with citizens. This study explores how citizens are using the Government Service Insurance System (GSIS) Touch App—a digital platform that enables government employees to interact directly and complete transactions within the app, reducing the need for in-person visits to GSIS offices or branches. The research examines three main constructs: citizen satisfaction, e-service quality, and information quality, and their impact on the adoption of this digital platform. Data were gathered through an online survey of 249 government employees in the Caraga region, with a statistical model used to analyze the relationships among these constructs. Results indicate that higher citizen satisfaction is moderately linked to increased app usage. Furthermore, information quality shows a strong positive influence on the platform’s adoption, and the quality of e-services significantly and positively affects app adoption. The study suggests that enhancing e-service and information quality could further encourage citizens to adopt the platform. Additionally, based on the findings, the study recommends improvements to the app to make it more personalized and tailored to the needs of government personnel, thereby enhancing engagement and accessibility. However, the generalizability of this study is limited, as the participants were drawn from a single region. Future research is recommended to explore a broader context to obtain more generalized insights.
