In the development of state administration in Indonesia, politics always enters every line of science. This view cannot be blamed because politics also has an important role in advancing the world of higher education. The same thing also happens in legal science. University 17 Agustus 1945 Surabaya (Untag Surabaya), especially the Faculty of Law, always carries out sustainability in addressing educational developments for its academic community. Legal science as sui generis must maintain its specificity because it is prescriptive and applied.
